The vision of the Joint Statement<\/h2>\n
WE ADVOCATE FOR:<\/strong><\/h6>\n
    \n
  1. \u00a0<\/strong>Enabling EU citizen living in border regions to access\u00a0quality healthcare services closest to home<\/strong>, even if across national boundaries;<\/li>\n
  2. \u00a0<\/strong>Making\u00a0healthcare without borders a given for all<\/strong>\u00a0in the EU in the not-too-distant future.<\/li>\n
  3. \u00a0<\/strong>Removing obstacles\u00a0<\/strong>and\u00a0creating more equity<\/strong>\u00a0in accessing healthcare facilities in all European territories;<\/li>\n
  4. \u00a0<\/strong>Achieving<\/strong>\u00a0growth and positive economic<\/strong>\u00a0effects through a functioning cross-border collaboration in healthcare.<\/li>\n
  5. \u00a0<\/strong>\u201cEver closer union\u201d\u00a0<\/strong>\u2013\u00a0tackle health inequalities<\/strong>\u00a0within the EU and allowing health not to stop at internal borders;<\/li>\n
  6. \u00a0<\/strong>Emphasizing the role of citizen, regional and local authorities<\/strong>\u00a0at the heart of health policy making.<\/li>\n<\/ol>\n

    [\/vc_column_text][vc_column_text]With this joint statement and thematic network, it is the aim of\u00a0EUREGHA<\/strong>\u00a0and the \u201cHealthacross initiative\u201d of Lower Austria and all the supporting organisations<\/strong>, to complement the European Commission\u2019s efforts to\u00a0map crucial challenges<\/strong>\u00a0in cross-border and regional cooperation in health care and to\u00a0identify successful experiences<\/strong>, which could be scaled up. A\u00a0participatory approach<\/strong>\u00a0is used, and all stakeholders concerned with cross-border healthcare are welcome for ideas and comments.<\/p>\n

    Together, we want to speak with one voice, to improve the health and well-being of citizen living in border regions and to ensure equitable access to quality healthcare close to home.[\/vc_column_text][vc_column_text]<\/p>\n

    Why is this necessary?<\/h2>\n

    The socio-economic development of border regions is often hampered because of their\u00a0peripheral location and the differences in legislation compared to their neighbouring countries<\/strong>.\u00a0 Border regions experience hindrance of free movement of labour and services which leads to disadvantages in the economic, social and cultural development. In addition, all these factors\u00a0significantly affect healthcare systems<\/strong>\u00a0in border regions. The geographical working area for enterprises and their markets (especially in the case of SMEs), healthcare providers and institutions, skills and training services for the workforce, educational institutions and regional governments often encounter more obstacles than in non-border regions, which makes the delivery of healthcare less efficient. Furthermore, citizens are limited in their choice of and accessibility to health care and there is less room for cooperation in the healthcare. A situation that can potentially\u00a0create health inequalities<\/strong>.<\/p>\n

    Healthcare is a national competence and Member States finance, manage and organize their healthcare systems on their own. Nonetheless, regions and local authorities share responsibilities and competencies in the sector and the European Union supports cooperation among Member States.\u00a0Therefore, sub-national authorities in collaboration with the European Commission, the European Parliament, the Member States and<\/strong>\u00a0all the relevant health stakeholders<\/strong>\u00a0can jointly address the challenge of delivering health and care in border areas, thus improving health for all European citizens and ensure health equity.<\/strong>[\/vc_column_text][vc_column_text]<\/p>\n

    This Joint Statement is not about medical tourism and harmonisation of the Member States\u2019 health systems. This work intend to advocate for access quality healthcare closest to home in border regions.<\/h5>\n<\/blockquote>\n

Together with the immediate neighbours from the EFTA Association, it counts 40 internal land borders among the 28 Member States.
